NOEMI Eyes India With SkyHop Deal for 15 Seaplanes

India’s seaplane ambitions are gaining another boost, this time through a proposed partnership between Norwegian aircraft developer NOEMI Aerospace and SkyHop Aviation.

The two companies have signed a memorandum of understanding that could lead to as many as 15 NOEMI amphibious aircraft being introduced into the Indian market. While the agreement is not yet a firm aircraft order, it puts NOEMI’s electric aviation technology closer to a market where geography could make amphibious aircraft particularly useful.

SkyHop is working on a dedicated commercial seaplane network, with its first focus on improving connectivity across the Lakshadweep islands and between the islands and mainland India. The operator has much larger ambitions for the years ahead and is targeting a fleet of up to 40 aircraft by fiscal 2030.

For NOEMI, the proposed relationship provides an opportunity to explore how its amphibious aircraft could fit into that network.

SkyHop Could Take Up to 15 NOEMI Aircraft

Under the MoU, NOEMI and SkyHop will examine the practical requirements involved in bringing the aircraft into commercial service in India. The review will cover technical performance, operations, commercial viability and regulatory requirements.

SkyHop is considering up to 10 NOEMI aircraft by FY2030. These could be acquired through direct purchases, leasing or a combination of both approaches.

There is also an option for another five aircraft. That option would depend on how successfully the first aircraft are introduced and operated.

It is worth stressing that the proposed fleet is not guaranteed at this point. The companies still need to complete their assessments, secure the necessary regulatory approvals and agree on definitive commercial arrangements.

Even so, the size of the potential fleet is notable. If all 15 aircraft eventually enter service, the agreement would give NOEMI a substantial foothold in India’s developing seaplane sector.

Lakshadweep Offers a Natural Use Case

The Lakshadweep market is one of the clearest reasons the partnership makes sense.

The island territory consists of remote communities spread across the Arabian Sea, where transportation between islands and access to mainland India can be challenging. Conventional aviation infrastructure is not always practical in locations where space and construction requirements are limited.

An amphibious aircraft offers a different solution. Rather than relying exclusively on conventional runways, the aircraft can operate from water as well as land.

That flexibility is at the heart of NOEMI’s aircraft concept. The company is developing an electric amphibious aircraft aimed at short regional passenger services, with the ability to operate without the need for entirely new airport infrastructure.

For SkyHop, that could make the platform particularly interesting as it builds a network around island connectivity.

The potential applications do not stop with scheduled passenger flights. Amphibious aircraft can also be useful for cargo movements, emergency services, medical evacuation and other missions where access to remote locations is important.

NOEMI Is Moving Toward Flight Testing

The Indian agreement comes at an important stage in NOEMI’s own aircraft programme.

The company has secured €3 million from Innovation Norway to help finance the flight test programme for its first electric amphibious aircraft. Private investors are contributing approximately another €4 million, taking the total funding available for the flight test phase to roughly €7 million.

That funding is significant because flight testing is where many of the aircraft’s key design assumptions have to be proven outside the laboratory.

NOEMI’s programme will cover ground testing, water testing and flight operations. The campaign is expected to progress from individual system checks through to the first flight and then a broader series of flight tests.

The information gathered during this process will be used to establish the aircraft’s performance and operating characteristics. It will also provide important evidence for the certification process and, ultimately, commercial operations.

The company is aiming to establish what could become the world’s first certified electric amphibious aircraft for commercial passenger transport.

Test Aircraft Construction Is Underway

NOEMI is no longer working solely with computer models and smaller-scale test programmes. Construction of its first full-scale test aircraft is already underway at the company’s development and test facility at Torp Sandefjord Airport in Norway.

The wing is in production, while the aircraft’s electric propulsion components are also being prepared. Motors, inverters and battery systems are in place, and NOEMI is developing a dedicated test rig for the electric drivetrain.

The company expects the test aircraft to leave the hangar in roughly 12 months, with the first flight targeted for the end of 2027.

That timetable will be closely watched by potential customers such as SkyHop. For operators considering a new aircraft type, certification and demonstrated performance are just as important as the underlying technology.

The progress of NOEMI’s prototype will therefore have a direct bearing on how quickly proposed commercial partnerships can move from preliminary discussions to actual fleet commitments.

India Could Become More Than a Customer Market

One of the most interesting parts of the agreement is the possibility of manufacturing and assembly in India.

NOEMI and SkyHop plan to explore whether electric and hybrid NOEMI aircraft could eventually be manufactured or assembled in the country. Nothing has been finalized, and any such arrangement would require additional evaluation and separate agreements.

Still, the possibility suggests that NOEMI sees India as more than a potential sales destination.

Local assembly could eventually support fleet growth while giving India a role in the production of a new generation of regional aircraft. It would also fit with the country’s broader efforts to strengthen its aerospace and manufacturing capabilities.

For NOEMI, developing an Indian industrial presence could become particularly valuable if demand for electric amphibious aircraft grows across Asia.

Public Funding Is Helping Reduce Development Risk

Developing an entirely new aircraft is an expensive and lengthy process, particularly when it combines electric propulsion with amphibious operations.

NOEMI’s Innovation Norway funding is therefore about more than simply covering testing costs. Public investment can help reduce some of the financial risk associated with the most demanding stages of aircraft development and, in turn, make it easier for private investors and industry partners to commit additional capital.

NOEMI has positioned the project as an opportunity to build a new Norwegian export industry around zero-emission regional aviation.

The aircraft programme brings together expertise in areas including aviation, advanced composite materials, electric propulsion and high-tech manufacturing. If the aircraft reaches certification and commercial production, NOEMI hopes to serve an international market rather than limiting the programme to Norway.

India could become an important part of that international strategy.

A Potential New Chapter for Indian Seaplane Travel

The SkyHop agreement arrives at a time when India is looking for better ways to connect remote and island communities. Seaplanes have attracted attention because they can potentially open routes that would be difficult or costly to serve using conventional aircraft and airport infrastructure.

NOEMI’s electric approach adds another dimension to that proposition.

The company is attempting to combine the operational flexibility of an amphibious aircraft with electric propulsion, creating a platform designed specifically for regional transportation. The technology still has to clear the major hurdles of certification, flight testing, commercial economics and operational reliability, but the potential market is considerable.

For SkyHop, the partnership offers a chance to evaluate a new aircraft type while developing its long-term fleet strategy. For NOEMI, it provides a potential launch market in a country where island and regional connectivity remain important aviation challenges.

The next major milestone will be the flight test programme. If NOEMI can demonstrate that its aircraft performs as intended on land, on water and in the air, the company’s growing international customer pipeline could begin to move closer to reality.

The proposed SkyHop fleet is still subject to approvals and final agreements. But with construction of the test aircraft underway, fresh funding supporting flight testing and India emerging as a potential manufacturing and operating base, NOEMI is beginning to turn its electric amphibious aircraft concept into a much more tangible commercial proposition.
